Plans for an eastern Iowa school bond that passed by less than two dozen votes will move on, even though nearly a hundred ballots were given to voters who didn't even live in the district. Iowa's News Now told you about the $15 million bond for the Highland Community School District in Washington County ahead of November's election. A report from the Southeast Iowa Union says a panel of contest court judges voted two-to-one this week to uphold the bond's 22-vote win.
